Project Manager -

The RVSA is seeking a full-time Project Manager to provide general oversight and coordination of all capital improvement projects undertaken by the Authority through all phases from design through construction and commissioning. Key responsibilities include working with the Maintenance Department to plan and manage the Authority’s Capital Improvement Program, and collaborating with design professionals, contractors and onsite inspections.

Applicants must hold a B.S. in Engineering, Environmental Science, or equivalent degree, with a minimum of two (2) years' experience in wastewater treatment systems, including Construction Management. SUPERVISOR OF ENVIRONMENTAL COMPLIANCE -

Position Objective

Reports to and assists the Manager of Regulatory Compliance in all matters concerning RVSA compliance with Federal, State and Local environmental regulations. Responsible for overseeing interactions between RVSA and industrial and municipal users of the wastewater treatment and collection systems. Advises the Manager of Regulatory Compliance and the Executive Director regarding industrial pretreatment and municipal flow monitoring status as well as environmental compliance issues. Evaluates permits and monitors non-domestic discharges and informs users of applicable requirements concerning use of the system including violations of applicable pretreatment regulations and violations of the Authority’s rules and regulations, i.e., issues notices of violation. Also responsible for overseeing the proper operation and maintenance of the Authority’s collection system, including coordination with the cleaning and closed-circuit television inspection contractor. Responsible for monitoring and evaluating the collection system and for responding to domestic user inquiries, including the processing of treatment works sewer connection applications. Works closely with the Laboratory Manager and field sampling crew concerning industrial and municipal monitoring.

General Requirements

Knowledge of operation of the wastewater treatment plant and collection system.

Knowledge of analytical techniques to evaluate wastewater for pollutants.

Thorough knowledge of proper sampling techniques, sampling preservation, and chain of custody requirements. Must be familiar with NJDEP’s Field Sampling Procedures Manual.

Thorough understanding and knowledge of Federal, State, and Local regulations and technical publications concerning industrial pretreatment. In particular, must be familiar with 40 CFR 403 and N.J.A.C. 7:14A-1 et seq. Must be familiar with and implement the Industrial Pretreatment Program Requirements stated in the Authority’s NJPDES permit.

Must be able to maintain effective communications and working relationship with industrial users, regulatory officials and member municipalities.

Knowledge of computer operations for data management is required.

Ability to write clear and concise reports is necessary.

Must possess a valid driver’s license throughout employment.

Occasional off-hours work may be required as job duties demand.

Responsibilities

  • Develops, reviews and implements industrial user permit program.
  • Responsible for drafting and presentation of appropriate modifications to the Rules and Regulations of the RVSA pretreatment program.
  • Reviews changes in pretreatment legislation and notifies industrial users of applicable regulations regarding discharges to the treatment plant.
  • Responsible for preparation and submission of the Annual Pretreatment Program Report by February 1 of each year. This report must be submitted annually to the Bureau of Surface Water and Pretreatment Permitting describing the Authority’s pretreatment activities for the 12-month period from January through December. The specific reporting requirements are stated in the Authority’s NJPDES permit.
  • Responsible for preparation and submission of the Clean Water Enforcement Act Annual Report by February 1 of each year. This report must contain the information required by N.J.A.C. 7:14A-19.6 (c), (d), and (e) pertaining to implementation of the industrial pretreatment program.
  • Required to carry Authority issued cell phone at all times.
  • Monitors operation and working condition of flow metering system and the wastewater collection system.
  • Assimilates flow metering data and prepares reports for advising municipalities with regard to industrial billing and user charge recovery. Provides data to the Chief Engineer, as required, for preparation of the municipal flow rights and periodic updates.
  • Records Treatment Works Sewer Connections (TWSC), applicable fees and contributing flows.
  • Evaluates TWSC applications for changes to Intermunicipal Agreement.
  • Represents RVSA at meetings and in communications with USEPA, NJDEP, Industrial Users and local officials concerning pretreatment program.
  • Prepares annual budget for pretreatment program and collection system.
  • Works in conjunction with the laboratory in scheduling monitoring for industrial users and interpreting data from analyses.
  • Provides technical support to Authority personnel.
  • Responsible for mark out of the Authority’s underground utilities in accordance with the requirements of the NJ Board of Public Utilities Excavator Handbook, N.J.S.A. .

Qualifications

College degree in chemistry, environmental science, engineering or closely related field. Advanced degree desirable. In lieu of college degree, 5 years of related experience in industrial monitoring and collection system operation and maintenance is acceptable.

Must have a C-1 wastewater collection system license or must obtain one within one year. Must actively seek to obtain a C-4 wastewater collection system license in accordance with the experience requirements of N.J.A.C. 7:10A.
